This is the route most expats overlook. Buy a qualifying pure-electric or fuel-cell car and Shanghai issues the plate free, no auction. The 2026 policy runs January 1 to December 31, 2026. Eligibility for individuals, per 本地宝:
- Shanghai residents, or residence-permit holders with 36 months of social insurance or tax within the past 48 months
- Overseas nationals, plus Hong Kong, Macau and Taiwan residents, with valid ID and 6 consecutive months of contributions before applying
