As of mid-2026, a private Shanghai blue license plate costs roughly ¥94,000 at the monthly auction (about US$13,000), which is more than plenty of new compact cars. The win rate sits under 10 percent, so most bidders go home empty-handed. The free alternative is a green new-energy-vehicle plate: no auction and no fee, if you buy a pure-electric car and meet the residence rules below.

How does the Shanghai license-plate auction actually work?

It is a sealed sprint, not a slow gavel. Once a month, usually a Saturday morning, everyone bids online at the same time. You get an opening bid, then a locked waiting period, then a frantic final window of roughly one minute where you may adjust your price within a narrow band around the published warning price (警示价). Winning or losing can come down to the second you hit submit, which is why paid bidding agencies (代拍) exist. They charge a few hundred to a couple of thousand yuan and do not meaningfully raise your odds, so treat them as a convenience, not a cheat code.

What about the free green plate for electric cars?

This is the route most expats overlook. Buy a qualifying pure-electric or fuel-cell car and Shanghai issues the plate free, no auction. The 2026 policy runs January 1 to December 31, 2026. Eligibility for individuals, per 本地宝:

Read that middle line twice: the green-plate residence bar for overseas nationals can be as low as six months, gentler than the one-year clock for the auction. The catch is the car. Only pure battery-electric and fuel-cell vehicles qualify, and plug-in hybrids are excluded from the free plate.

What is the step-by-step process?

  1. Confirm your eligibility: residence permit, social-insurance months, clean record.
  2. Blue plate: register on the official auction platform during the sign-up window, about two weeks ahead, pay the deposit, then bid on auction day. Win, pay the balance, collect your quota certificate.
  3. Green plate: buy the qualifying electric car first, then apply online for the free quota with your documents.
  4. Register the vehicle at the traffic-management office (车管所) using the quota certificate, and collect the physical plate.

Both quota certificates are time-limited once issued, so do not sit on them.

What does a car cost to run each year?

Beyond the plate and the car, budget for the annual drip. As of 2025, compulsory traffic insurance (交强险) starts at about ¥950 a year and falls toward ¥665 with a clean record. Commercial insurance (商业险) is optional but sensible, and varies widely by car and coverage. Petrol cars also pay a vehicle-and-vessel tax by engine size, which electric cars are exempt from. Then there is parking, the quiet budget-killer in Xuhui and Jing'an, where central spots run high by the hour and monthly permits climb fast.

Green and blue plates get the same access to Shanghai's elevated roads and peak-hour lanes, which is the real privilege you are paying for. A non-local plate does not.

Common questions

Can I just buy a car on a non-Shanghai plate instead?

You can, and it is cheaper, but non-local plates are banned from Shanghai's elevated highways during long restricted hours and face tightening ground-road limits. That is exactly the access a Shanghai plate buys you, so a non-local plate is a compromise, not a loophole.

Do I need to own the car before I bid for a blue plate?

No. You win the quota first, then buy and register the car against it within the certificate's validity window.

Does the green plate work everywhere a blue plate does?

For access, effectively yes: green NEV plates get the same elevated-road and peak-hour privileges. The main trade-off is that you must drive a qualifying pure-electric vehicle.

Is the plate transferable if I leave Shanghai?

A blue-plate quota can, under set conditions and holding periods, be transferred with the vehicle, but the rules are strict and change. Verify the current transfer conditions before you count on resale value.
