How much does a Shanghai license plate cost in 2026?
The blue (petrol) plate is sold at a monthly online auction run by the Shanghai International Commodity Auction Co. Recent average winning prices, from the official records and monthly result reports:
- January 2026: average ¥94,159, win rate 8.9 percent (42,564 bidders for 3,784 plates)
- February 2026: average ¥94,100, win rate 9.6 percent
- April 2026: average ¥94,391, win rate 10 percent
So a safe planning number as of mid-2026 is around ¥94,000, holding steady for over a year. Always check the current month before you budget, because the figure moves. This is a real government quota certificate, not a novelty number, and yes, it can cost as much as the car bolted underneath it.
How the plate cost compares, at home and abroad
Shanghai’s number is the outlier. Here is what it costs just to put a car on the road elsewhere, the plate or registration alone, before the car or the yearly road tax.
Two things stand out. Within China the spread is wild: Shanghai runs about ¥94,000, Guangzhou about ¥10,000, Hangzhou barely ¥1,000, while Beijing keeps its plates nearly free but hands them out by a lottery you can wait years to win. Abroad a plate is an afterthought, roughly USD 70 to 215. Shanghai charges tens of times more for the right to drive than almost anywhere in the West, which is the real reason so many residents here simply never buy a car.
How does the Shanghai license-plate auction actually work?
It is a sealed sprint, not a slow gavel. Once a month, usually a Saturday morning, everyone bids online at the same time. You get an opening bid, then a locked waiting period, then a frantic final window of roughly one minute where you may adjust your price within a narrow band around the published warning price (警示价). Winning or losing can come down to the second you hit submit, which is why paid bidding agencies (代拍) exist. They charge a few hundred to a couple of thousand yuan and do not meaningfully raise your odds, so treat them as a convenience, not a cheat code.
Who is eligible to bid?
To bid for a blue plate as an individual, you generally need, per the 2025 rules on Shanghai's official 本地宝 portal:
- A Shanghai hukou, or a Shanghai residence permit with at least 1 continuous year of social insurance or individual income tax paid before you apply
- A valid Chinese driving licence
- No existing Shanghai plate or quota already in your name
- A clean recent record, with no licence suspension and under the demerit-point and violation thresholds in the past 12 months

What about the free green plate for electric cars?
This is the route most expats overlook. Buy a qualifying pure-electric or fuel-cell car and Shanghai issues the plate free, no auction. The 2026 policy runs January 1 to December 31, 2026. Eligibility for individuals, per 本地宝:
- Shanghai residents, or residence-permit holders with 36 months of social insurance or tax within the past 48 months
- Overseas nationals, plus Hong Kong, Macau and Taiwan residents, with valid ID and 6 consecutive months of contributions before applying
- Good credit, a valid driving licence, and no existing Shanghai NEV plate or quota
Read that middle line twice: the green-plate residence bar for overseas nationals can be as low as six months, gentler than the one-year clock for the auction. The catch is the car. Only pure battery-electric and fuel-cell vehicles qualify, and plug-in hybrids are excluded from the free plate.
What is the step-by-step process?
- Confirm your eligibility: residence permit, social-insurance months, clean record.
- Blue plate: register on the official auction platform during the sign-up window, about two weeks ahead, pay the deposit, then bid on auction day. Win, pay the balance, collect your quota certificate.
- Green plate: buy the qualifying electric car first, then apply online for the free quota with your documents.
- Register the vehicle at the traffic-management office (车管所) using the quota certificate, and collect the physical plate.
Both quota certificates are time-limited once issued, so do not sit on them.
What does a car cost to run each year?
Beyond the plate and the car, budget for the annual drip. As of 2025, compulsory traffic insurance (交强险) starts at about ¥950 a year and falls toward ¥665 with a clean record. Commercial insurance (商业险) is optional but sensible, and varies widely by car and coverage. Petrol cars also pay a vehicle-and-vessel tax by engine size, which electric cars are exempt from. Then there is parking, the quiet budget-killer in Xuhui and Jing'an, where central spots run high by the hour and monthly permits climb fast.
