What are the eight tax-exempt allowances for expats in China?
They are eight categories of work-related spending your employer can pay tax-free instead of as taxable salary: housing rent, children's education, language training, meals, laundry, relocation, business travel and home leave. The Ministry of Finance and the State Taxation Administration kept them alive for foreign nationals under Announcement No.29 of 2023, and the exemption runs to December 31, 2027.
The logic is simple. Money paid as a fapiao-backed allowance for one of these eight buckets is not counted as taxable income, so it never enters the RMB 5,000-a-month deduction math or the tax brackets. On a big housing or school bill, that shelters a lot of salary from tax.
How much tax do you actually pay on a Shanghai salary?
More than a first-timer expects, which matters when you weigh what a Shanghai salary really buys. A RMB 40,000 monthly offer lands around RMB 31,000 in your account once mandatory social insurance and income tax come out, before any structuring. Social insurance is the employee share of pension (8 percent), medical (2 percent) and unemployment (0.5 percent), and income tax runs on a 3 to 45 percent scale after the RMB 5,000 basic deduction. The bite is real: you keep roughly three-quarters of a RMB 40,000 offer, and it can dip toward RMB 28,000 if you also pay into the housing provident fund, which foreign nationals in Shanghai are usually not required to join. The last column is the point of this guide. Route about 30 percent of the package through the eight allowances, with fapiao, and the income-tax slice shrinks because that portion is never taxed. A RMB 40,000 earner keeps roughly RMB 2,700 more a month, near RMB 32,000 a year. An RMB 80,000 earner with heavy housing and school spend can save closer to RMB 96,000 a year.
When does the expat allowance policy end?
December 31, 2027, and the date is firm. The 2023 extension was the second time Beijing pushed the sunset back, and the current MOF and STA announcement sets no further grace period. From January 1, 2028, foreign nationals are expected to move onto the same special additional deductions that local taxpayers use.
Those standard deductions are flat and modest: RMB 2,000 a month per child for education, and RMB 1,500 a month for housing rent in Shanghai. Compare that to an uncapped, reasonable housing allowance that can shelter RMB 10,000 or more a month, and you can see who loses most: high earners with expensive rent and international-school fees.

Do the allowances need fapiao?
Yes, and this is where most claims fall apart. Each allowance has to be backed by a genuine invoice for a real expense, and the amount has to look reasonable, generally under about 30 to 35 percent of your monthly salary for that category. A RMB 30,000 housing allowance on a RMB 25,000 salary will not survive a tax review.
In practice that means keeping your tenancy contract and monthly rent fapiao, school invoices, moving-company receipts and flight records, then handing them to payroll on schedule. No paperwork, no exemption.
Should you pick the allowances or the standard deductions?
You cannot have both, so run the numbers on your real spending. A foreign tax resident chooses either the eight fringe benefits or the special additional deductions for the whole tax year, and cannot switch mid-year. The allowances win when your genuine housing, school and relocation costs are high. The standard deductions win when those costs are low and you would rather skip the receipts.
Who should skip the allowance method?
Lower earners and anyone whose employer will not itemize. If you earn under roughly RMB 25,000, rent modestly and have no children in school, the flat special deductions cover most of what the allowances would, with none of the fapiao filing. And if your company runs a rigid, salary-only payroll and will not restructure your contract, the method is closed to you no matter how much you spend.
The honest verdict
If you earn well and carry real housing, school-fee and relocation costs, the allowance method wins by a wide margin, so write it into your 2026 or 2027 contract while it still exists. If you earn under roughly RMB 25,000, rent a modest flat and have no kids in school, the standard special deductions are simpler and cost you very little, so skip the paperwork. And if your employer will not itemize allowances or collect fapiao, you cannot use this method at all, so negotiate the gross number instead.

Can expats still use tax-free allowances in China in 2026?
Yes. The exemption is fully in force through December 31, 2027, so all of 2026 and 2027 are usable years. What happens to expat allowances after 2027?

Does a housing allowance lower my social insurance?
Not reliably. Social insurance is calculated on your salary base, and whether allowances are excluded from that base depends on how your employer declares them. The saving in this guide is income tax only. Treat any social-insurance reduction as a bonus to confirm with payroll, not a given.
Can my employer add allowances to my contract now?
