International students can work part-time in Shanghai through a legal work-study route.
International students can work part-time in Shanghai, but the legal version is work-study, not an informal side job. During term it is capped at eight hours a week and forty hours a month. Off-campus work also needs university consent and exit-entry annotation on your study residence permit.
The dormitory rumour usually arrives in one of two forms: “students cannot work in China,” or “my school said it was fine.” Both miss the machinery. The national rules allow eligible students to work within limits, under university organisation, with a second layer of registration at exit-entry.
Student work in Shanghai depends on your permit, year and job
The 2022 national measures apply to institutions providing degree higher education. They are not a blanket permission for every short course, private language programme or casual gig. Start with the document in your passport, then ask whether your own university has a work-study procedure.
| Your situation | The likely route | What to confirm |
|---|---|---|
| Study residence permit | Potential off-campus work-study after one continuous year at the current institution | Age 18+, over six months of permit validity, attendance, progress, insurance and school rules |
| Short-term X2 study | Usually outside this route because the rules require a study residence permit | Do not treat a school letter or an employer offer as work permission |
| On-campus role | Organised directly by the university | Library, research, administrative and public-service roles, hours and pay |
| Teaching-plan internship | Outside this definition of work-study | Ask the university which internship process applies before signing |
For an off-campus role, you must also stay within Shanghai and remain in good standing. Each authorisation lasts no more than one year and cannot outlive the residence permit.
What eight hours means for your week and your wallet
The national cap is not eight hours every day, and it is not “part-time” as an undefined label. During term, the principles are no more than eight hours a week and forty a month. During winter and summer holidays, those limits become sixteen and eighty.
| Period | Hour limit | Illustration at Shanghai's hourly floor |
|---|---|---|
| Teaching weeks | 8 hours a week, 40 a month | RMB 1,000, about USD 149, for forty hours at RMB 25, about USD 3.70, an hour |
| Winter and summer holidays | 16 hours a week, 80 a month | RMB 2,000, about USD 298, for eighty hours at the same hourly floor |
These are arithmetic illustrations, not promised earnings. Off-campus pay must not fall below the applicable local minimum wage and must be written into the agreement. USD is rounded at RMB 6.718 per USD, the central parity on 4 November 2026. The calendar is the real constraint: a Tuesday seminar, a Thursday laboratory and a Saturday shift can each be reasonable and still push you over the cap together.
Two approvals, and no free trial shift

First, the university. Give the international student office a copy of the signed agreement and the undertaking letter required by the measures. The school assesses eligibility, attendance, academic progress, insurance and its own rules, then issues the supporting letter if it agrees.
Then, exit-entry. Take the agreement, the university letter, your passport and residence permit, plus anything the local office currently requires, and apply to annotate the employer and work period. The measures use a ten day filing requirement, but they also state that an unannotated permit may not be used for off-campus work. Do not interpret those ten days as permission to start early.
- Get a written agreement naming the employer, duties, place, schedule and pay.
- File it with the university and obtain the supporting letter.
- Ask exit-entry to record the employer and period on your permit.
- Start only after the annotation, then stay inside the approved details and hour limits.
Changing employer or work period means updating the annotation. If the job ends, report it to the university and complete the change with exit-entry within the same ten day framework. A clean exit matters too.
A school letter supports the application. The residence permit annotation is what makes the off-campus job visible to the authorities.

A vague “Can I work?” often gets a vague answer. Send the actual offer and ask the questions that determine your route. Replace the brackets and keep the reply with your agreement.
Subject: Work-study eligibility and residence permit annotation
Dear [International Student Office],
I am a [year and programme] student holding a study residence permit valid until [date]. I have an offer from [employer] for [duties], working [hours each week] in Shanghai at [pay].
Could you please confirm:
1. Am I eligible for off-campus work-study under the university rules?
2. Which agreement and insurance documents do you need?
3. Can the university issue the supporting letter for exit-entry?
4. Which exit-entry office should handle the annotation, and what is its current document list?
5. Must the annotation be completed before my first shift?
6. Does this role count as work-study or as an internship within my teaching plan?
Thank you,
[Name and student number]

The last question is not pedantry. The national work-study measures exclude internships and social practice organised within the teaching plan. A paid or unpaid label alone does not tell you which rules apply. Let the university classify the role before you sign.
Five student-job phrases that should slow you down
- “Start this weekend, paperwork later.” The unannotated permit is the problem, not a detail to tidy up after payday.
- “The school does not need to know.” Off-campus work-study exists under university organisation and management.
- “It is only cash tutoring.” Cash does not create an exemption. Ask whether the role can be approved and annotated.
- “You can work every evening during exams.” The limits still apply, and the university can end eligibility if work harms study.
- “Use another employer on the same note.” Employer and period are exactly what the approval records.

Good to know
- Good for: degree students considering an on-campus role, off-campus work-study or an internship offer in Shanghai.
- Off-campus eligibility: age 18+, one continuous year at the current institution, study residence permit with over six months left, good standing and school requirements.
- Time limits: eight hours a week and forty a month in term; sixteen and eighty during winter and summer holidays.
- Before the first shift: university supporting letter and exit-entry annotation naming the employer and period.
- Confirm with: your international student office and Shanghai exit-entry, because implementation and document lists can differ.
Can a first-year student take an on-campus job?
The one year requirement is listed for off-campus work-study. On-campus roles follow the university's own organised process, so a first-year student can ask about library, research, administrative and public-service positions without assuming the off-campus rules apply in the same way.
Does an unpaid internship need no paperwork?
Not automatically. First establish whether it belongs to your teaching plan or is an outside role. The pay label does not decide the immigration category. Ask the university to confirm the correct route before accepting.
Can I work remotely for an overseas company?
The national measures describe school-organised work-study in the city where you study and do not provide a simple remote-work exemption. Do not assume an overseas payroll removes the question. Put the exact arrangement to your university and exit-entry.
What happens if I work beyond the approved hours?
The measures say work outside the approved role or time limits can be investigated by exit-entry. It can also lead the university to cancel eligibility, especially if academic progress or attendance suffers.
